Description of duties

Primary Duties and Responsibilities:

The intent of this job description is to provide a representative summary of the primary duties and responsibilities performed by incumbents in this position.  Incumbents may not be required to perform all duties in this description, and incumbents may be required to perform position-specific tasks other than those listed in this job description.


  • Administers the state and county programs to control and eradicate designated noxious weeds in accordance with North Dakota Century Code 63-01.1-05 and applicable pesticide application laws
  • Develops and implements County weed control plans; identifies and documents targeted areas for noxious weed and biological control; maintains mapping information of noxious weed locations and areas of chemical application
  • Plans and directs the application of pesticides; prioritizes projects and oversees work to assure the proper application of materials and the observance of all safety procedures.
  • Supervises and monitors the performance of clerical and seasonal staff; provides training and equipment to ensure legal and safe practices; prepares work schedules, assigns work duties, and monitors completion of assigned tasks
  • Oversees chemical storage and chemical distribution; ensures chemicals are handled following MSDS standards
  • Administers equipment and chemical bidding processes; executes contracts as approved by Weed Board and legal council;
  • Executes annual education program for landowners, media, producers, business owners and the general public; presents information on noxious weed identification, means of eradication and pesticide certification programs during public meetings and small group sessions; collaborates with NDSU Extension and State Weed Control officials to promote identification and eradiation of noxious weeds
  • Investigates and documents noxious weed complaints; executes enforcement actions as necessary
  • Develops and administers annual budget; monitors and approves expenditures and program billing.
  • Oversees chemical resale program
  • Ensures daily logs and application records/maps are complete and accurate; prepares program billing and required reports
  • Ensures regular inspection, cleaning and routine maintenance is performed on all vehicles and equipment; follows safety regulations on all equipment and vehicles
  • Collaborates with Williams County administrative departments (Communications, Facilities, Finance, GIS, Human Resources, Information Technology) following the terms of the approved joint powers agreement
  • Maintains confidentiality of non-public records and makes available all data and information deemed a public record by the North Dakota Century Code.
Qualifications sought

Knowledge and Skills:

  • Knowledge of North Dakota Century Code on weed control.
  • Knowledge of supervisory principles, practices, and methods.
  • Knowledge of restricted use and application of chemical pesticides, and safety and clean up procedures.
  • Knowledge of occupational hazards and safety precautions.
  • Skill in supervising and coordinating County weed control activities.
  • Skill in developing and implementing weed control plans.
  • Skill in establishing and maintaining effective working relationships with staff, County departments and personnel, contractors, and vendors.
  • Skill in the safe and effective application of various toxic chemical sprays.
  • Skill in safe and efficient operation and maintenance of vehicles and equipment according to standard operating and safety procedures.


Education, Experience and License/Certifications:


  • Bachelors degree in agriculture or a related field; AND
  • Two (2) years of weed control work experience, including use of spraying equipment and licensure in application of ‘restricted use’ pesticides AND
  • Two (2) years experience supervising and training staff
  • Must possess a valid North Dakota Driver’s License or equivalent
  • Must possess, or acquire within 12 weeks of hire, North Dakota Commercial Certifications for selling and applying chemicals.

Special Working Conditions:

Work schedule will vary through the calendar year; work will be performed intermittently during early mornings and weekends

  • Work is performed in an outdoor environment; exposed to pressurized chemical vapors; may be required to lift up to 50 pounds.
